TENDER AND CLAIMS DEPARTMENT Sealed tenders are invited from the experienced Contractors who have carried out similar type of work and also having Provident Fund code number issued by P.F Authorities for the below mentioned work at Kudremukh, Chikmagalur District, Karnataka - 577 142. Tenders will be received up to 3.00 PM on the date indicated below and opened in the presence of the tenderers who wish to be present on the same day in the office of the under signed. The Contractors have to submit Technical Bid and price bid in separate sealed covers super scribing on the envelope "TECHNICAL BID/PRICE BID" as the case may be. The EMD is to be enclosed along with technical Bid. Tender papers can be had from the office of the Sr.Manager(C)/ T&C, KIOCL, Kudremukh, Karnataka - 577 142, on all working days during office hours. Tender for: Carpentry maintenance works at Kudremukh Township . A.INSTRUCTIONS TO TENDERERS:- 1. Tender should accompany EMD of Rs.700/- in the form of Demand Draft Drawn in favour of KUDREMUKH IRON ORE COMPANY LIMITED, KUDREMUKH PAYABLE AT KUDREMUKH (MALLESWARA). The last date for receipt of tenders is up to 3.00 PM on 10.10.2006. 2. The work shall be governed by KIOCL's General Conditions of contract, which is available for inspection by the tenderers in the Office of the Sr.Manager(C)/T&C, KIOCL, Kudremukh.577 142. 3. Tenderers shall furnish their quotations in the schedule enclosed. RATES SHOULD BE WRITTEN BOTH IN WORDS AND FIGURES. Tenderers shall submit the bids in sealed cover, addressed to Sr.Manager(C)/T&C, KIOCL, Kudremukh-577 142 clearly indicating tender reference etc on the envelope. 4. Employer reserves the right to reject any or all tenders with out assigning any reason. 5. Tender received late is liable for rejection. 6. Employer reserves the right to award part of the work or the whole, as may be considered necessary. 7. Tenders submitted without EMD will not be considered. B. TERMS AND CONDITIONS: 1. Scope of work shall include all the schedule of items as described in the enclosed schedule covering all the items required for completing the work. 2. The quantities given in the schedule of items are approximate and may vary. Some of the items may not be executed. But no claim by the contractor on account of such omission or modifications shall be entertained. Payment for the work done shall be made at quoted rates for scheduled items only. Escalation in rates shall not be allowed on any account. 3. The contractor shall visit the work site and acquaint himself of the conditions prevailing before submission of tender. 4. Rejected materials shall be removed and the rejected works shall be dismantled and redone at Contractor's cost. 5. No extra items shall be executed by the contractor without prior consent of the Engineer-in charge of the work in writing. The rates for such items shall be agreed upon before Commencement of such items of work. However, the rates shall be derived from the quoted rates, if this is not possible, then on the basis of market rates analysis, the rate shall be finalized. 6. Rates quoted against schedule items shall include all materials, labour, machinery expense and hire charges, all taxes, royalties, transport, maintenance, incidentals, enabling works etc., based on the conditions mentioned herein. Unless otherwise specified in the tender schedule the rates for all items will be deemed to include all leads, lifts and descents involved in the work. 7. There is no maintenance period for this work. The Security Deposit shall be refunded along with Final Bill. 8. During the execution of the work, on account payment will normally be arranged once in a month, but no claim on this account will be entertained, if for any reason payments are not so made. 9. Initial security deposit of 3% of the tendered value shall be deposited immediately after placement of order. EMD shall be adjusted against the initial security deposit. The balance 7% shall be recovered from each running bill. 10. Any damage to the Company's property caused by the contractor during the execution/maintenance of work, shall be recovered from the contractor at the discretion of the Engineer-in charge. 11. Statutory deductions towards income tax will be made as per rules. 12. The contractor shall abide by all contract Labour Regulation Abolition Act, Minimum Wages Act, Workmen's Compensation Act, Provident Fund Act and Security Regulation Promulgated from time to time by the employer. The contractor should obtain Insurance Policy to cover the risk of all the labourers under Workmen's Compensation Act for the full period. Work order will not be issued without valid insurance. 13. Contractor shall comply with the provisions of the payment of wages Act, 1936 and Rules made there under in respect of all labourers employed by him in carrying out this Contract. 14. Contractor shall comply with the provisions of the Equal Remuneration Act 1976 and central Rules. 15. Contractor shall not employ children below the age stipulated under Law. Contractor shall comply the Child labour (P&R) Act 1988 and Central Rules. 16. The contractor has to ensure payment of minimum wages not only as existing at the time of award of contract but also should ensure payment of minimum wages as notified by the Government of India from time to time during the period of contract. While indicating their bids the contractor should keep this in mind and accordingly submit the same. 17. Our Mines/Company come under the statue of Mines Act, Rules, Metalliferous Mines Regulations, byelaws and orders made there under. Hence the Contractors must abide by the same. i) No persons shall be employed without Initial Training on Safety as per Vocational Training Rules. The new workmen of the agency (if being inducted for the first time) are to undergo an Orientation Training Programme in our Training and Safety Department for a minimum period of three days, in general shift before they are deployed for performing actual work by the agency. ii) Contractor must immediately after deploying the Contract Workers, get their Initial Medical Examination done at Company Hospital . The initial/periodical Medical Examination of Contract Workers at our project will be carried out on free of cost at Kudremukh Hospital . iii) A supervisor with experience should be deployed to ensure that the contract workers work safely and in accordance with all the provisions of Mines Act, Rules, Regulations, Byelaws and orders made there under. 18.The Contractor shall be responsible for all the safety measures as per the rules in the interest of Safety of all the labourers working under him. Necessary safety appliances shall be provided to all the labourers at your cost. Wherever it is observed that the contractor has not provided safety appliances to any of the workers engaged by him, the management reserves the right to issue the necessary safety appliances to his workers on cost recovery basis. 19.The workmen of contractors at Kudremukh would be offered free medical treatment at Kudremukh Hospital in all cases of injuries arising out of and in the course of their employment relating to works awarded by KIOCL. 20.The contractor shall make his own arrangements for transportation of OWNER SUPPLIED materials to the work spot. 21.Cement required for the work shall be issued, limiting to the theoretical consumption of 105% at the rate of Rs.4,032/- per MT at KIOCL Stores. 22.If the agency fails to complete the job with in the stipulated period, the work may be awarded to some other agency at his risk and cost. The extra expenditure, if any shall be recovered from the agency. 23.Time allotted for the job is SIX MONTHS from the date specified in the work order. 24.The contract will be operated by Manager(Civil),Township or his Authorized Representative. 25.The Contractors have to submit Technical Bid and price bid in separate sealed covers super scribing on the envelope "TECHNICAL BID/ PRICE BID" as the case may be. The EMD is to be enclosed along with technical Bid. The agency should not write any conditions in the price bid. C. TECHNICAL SPECIFICATION AND SCOPE OF WORK FOR SCHEDULE OF ITEMS : 1. ITEM NO. 1: GLASS FIXING Required materials for the work like putty, glasses, glazed clips etc., will be issued to the agency, on free of cost. In case of wooden windows materials such as beading, nails, etc. shall be procured by the agency, at his cost, to replace the glass. 2. ITEM NO. 2 TO 18: REPLACING CARPENTRY FITTINGS & FIXTURES: The required materials will be issued departmentally on free of cost to the agency. Required manpower, tools and scaffolding materials etc., shall be arranged by the agency. Wherever door, window frames are fixed, one coat of primer paint should be applied out-side and coal tar shall be applied wherever the wooden surface is in contact with to the masonry. Required paint will be supplied departmentally on free of cost. All the doorframes, windows shall be fixed to the masonry wall in PCC 1:2:4 with 6 hold fasts, 4 hold fasts respectively. MS Flat required for making the hold fast will be supplied on free of cost. After fixing the frame, disturbed surfaces shall be plastered in CM 1:6 and shall be brought to original condition. (Cement will be issued on cost recoverable basis). One coat of primer shall be applied to all new wooden/steel replacements. For item No. 5 (a) to 5(l): Cost includes fixing of all necessary old/new fittings and fixtures. Item No: 5(c) to 5(l): Wherever door frames/shutters fully damaged, window frame/shutters fully damaged and ventilators frame/shutters fully damaged, should be replaced with new, if necessary by making a frame/shutter with available new or old wood issued by Civil Maintenance Stores. This includes fixing of window and ventilator glass panels etc. complete. Item NO. 5(e) to 5(k) : Wherever window/wire mesh shutters got fully damaged needs replacement should be replaced by making a new shutter with available new or old wood issued by Civil Maintenance Stores. 3 ITEM NO. 19: FALSE CEILING: a) Materials required for AC/hard wood false ceiling repair works like sheets, wooden beading, nails, screws, etc. will be issued on free of cost. b) Before making/fixing new false ceiling, existing should be removed. The cost of dismantling is included in the unit rate. 4. GENERAL: Painting of replaced and repaired doors, windows, ventilators, to be done wherever needed as per the instructions of Engineer-in-charge. Items include painting of primer and enamel. Required paint will be issued by department on free of cost. Day to day complaints are to be attended regularly. In case of delay, reasons shall be informed to the office. Sufficient carpenters and helpers are to be deployed to attend to the complaints. If the agency fails to deploy carpenters Engineer-in-charge will engage the labour from other source and the cost of same will be back-charged to the agency, on actual payment basis. The contractor/supervisor should attend the office daily at 8.00 am & 4.30 pm to collect the complaints, materials etc. for the work and for returning old/removed materials. In case of replacement and repair of steel hinges in doors, windows, ventilators, etc. hinges, electrodes and welding machine will be provided to the agency on free of cost. D. SPECIAL CONDITIONS : 1. The contractor has to submit his quotation in percentage rate (+ or -) or at par against each item rate, indicated in the schedule. 2. The period of contract is Six Months from the date of issue of work order. 3. The contractor should attend all the complaints pertaining to carpentry works on a day to day basis without fail by deploying requisite number of carpenters, helpers, etc. satisfactorily. 4. In case any materials are required for attending the complaints, it should be notified to the Engineer-in-charge for issue. 5. All items required for fixing will be supplied on free of cost by the department incorporation into work. 6. Wherever old fixtures/fittings are removed for replacing with new one, the removed fixtures/fittings must be returned to CMT stores through proper accounting, failing which the cost (equivalent to new one) of same will be recovered. 7. Contractor should produce the Insurance certificate for the duration of contract before commencing the work. 8. A supervisor should be engaged for proper supervision of the work. 9. All relevant requirements/records as per the Personnel Department letter No. PERS/KM/010/998 Dtd. 23-06-2001 has to be maintained. 10. Daily progress report of the work should be furnished to the concerned Engineer-in-charge. 11. KIOCL reserves the right to foreclose the contract with a short notice of 15 days time. 12. Estimated cost of work is Rs.62,500/-. However, this figure is only for guidance and no guarantee is given for the amount of work ultimately ordered. 13. General Conditions of contract Clause 55 (A), (B) & (C) Force Majeure shall apply for this work. ENVELOPE NO.2 PRICE BID PAGE 6 TO 13. I/We agree to perform such services and execute such works upon the terms and conditions contained or referred to in the afore said documents and upon the conditions hereafter contained as may be demanded and as enumerated in the aforesaid schedule of rates during the contract period up to on acceptance of this tender submitted by us, the rates contained in the aforesaid schedule of rates, subjected to the percentage as quoted by us hereunder.
