OF PRE-QUALIFIED BIDS, / FINAL BIDS. |

| 1) |
Procedure for inviting
tenders: |
|
|
|
|
a) |
The tender documents are prepared consisting
of standard General Conditions of Contract, Special Conditions of
Contract, if any, and the technical portion. |
|
|
|
|
b) |
The technical portion is prepared based
on KIOCL's requirement and with the assistance of the consultants
where the external consultancy is required. |
|
|
|
|
c) |
The bidders are required to furnish EMD
amount specific for the particular tender depending on the nature
of work, bid documents will be issued either free of cost or against
a fee. |
|
|
|
|
d) |
The bidders are required to submit the
Price bids only after specific request of KIOCL subsequent to technical
portion or to submit technical and price portion in two separate sealed
covers properly super scribed. The offers as per GCC are to be valid
for ninety days from the due date of submission of bids.
In case of open tender, the minimum requirements like experience in
major activities required for the work, the value of the previous
contract executed , work experience in similar nature of work, etc.,
are specified. Bids will be issued to such pre-qualified bidders only.
In case of limited tenders, the bidders are selected based on the
requirement of the works and the recommendations of consultant and/or
experience of KIOCL. |

e) |
The bidders list finalized for issue of
tender by the dealing Department is subject to the approval of competent
Authority of KIOCL. |
|
|
|
| 2. |
Shortlisting of pre-qualified
bids: |
|
|
|
|
The technical portion of the
bids will be opened and the same is evaluated in consultation with
the Consultant in case where the consultant services are made use
of.
If required technical discussions will be held with the bidders to
evaluate the technical acceptability / suitability of the bidders. |

|
|
| 3. |
Final bids: |
|
|
|
|
Only the technically accepted
bidders will be requested to furnish the Price bids / the Price bids
already submitted will be opened. These price bids are opened jointly
with the participation of the KIOCL Finance Representative.
Generally, the price bids are not opened in the presence of the bidders.
The L-1 bidder is identified by comparative statement duly vetted
by KIOCL Finance Dept.
In line with the CVC guidelines, negotiations, if any, are held only
with the L-1 bidder.
When the award is finalized, the successful bidder is informed by Letter
Of Intent / Work Order. The EMD of successful bidder will be adjusted
against Security Deposit / Returned on submission of Security Deposit.
The EMDs of the unsuccessful bidders will be returned. |
